Sure! It never hurts to ask, if she is a single gal and has no plans I am sure she would be thrilled to go out with you.
A week is plenty of notice for a normal date, but don't be disappointed if she has made plans for Vday already.

go up to her and ask her i she has plans for Valentines day and if not make ur move ask her if she wants to go out to dinner or see a movie or something. :)
