It depends. If you guys were alone, chances are he's gay. If he was with everyone else he's probably intoxicated.
I was at a party once and this guy was with his girlfriend. We were all pretty drunk and he kissed me on the cheek in front of everyone. Clearly he was trying to be shocking for his girlfriend and friends. I know I'm not gay and so I didn't make a big deal out of it. He tried to shock me and it didn't work. I told him to get in the back of the line because the honeys get first kisses.

If he was intoxicated, that means that he is gay but hasn't admited it to himself yet. You tend to do things when your inotoxicated that you only think about when your sober.
