If I had to choose it would be condoms. Giving food to an unsustainable population is just feeding the fire. Better to teach them how develop ways of making their own food as to not rely on outside sources. Of course this doesn't end the problem, simply an attempt to reduce it.

I've done some research on hunger and poverty and neither is the solution in itself. Feeding the hungry only contributes to the falsehood that they can afford to bear more children, making the population increase and the poverty level behave in a direct relationship. Lack of condoms is not a very high contributing factor to overpopulation. People need education so that they can understand the purpose behind birth control and the ability to establish and subsist in an economy that can develop and feed themselves.

Teach poor families about abstinence. Teach poor families to work and be able to feed themselves.

Education is a more powerful tool then just handing out "stuff" to fix the syptoms of ignorance.

It's a person's choice as to whether or not to use condoms, but we all have to eat. If you and your family were starving and someone stood there in front of you, holding a box of condoms in one hand and a box of some food in the other, asking you which one you wanted, which would you choose?
