Can a chubby guy that is 5;10 200 lbs turn all that weight to muscle and maybe gain more weight? I heard that fat cant change to muscle but you can eliminate fat and replace it with muscle, is this possible and can you replace fat with muscle without getting smaller

No.
Fat and muscle are two completely different types of tissue.
Fat is a type of energy storage found in your body.
Muscle is what provides force to move you.
Fat on your body was created because you ate too much / did not exercise enough, so the extra calories was converted into fat by your body.

But there is good news...
although you cannot convert fat directly into muscle, you can simutaneously lose fat AND gain muscle, when you are just starting to workout. Search the web for bodybuilding articles, don't buy any programs, all of the knowledge you need are free. Good diet + good workout plan + time = results

Fat sits overtop of the muscle. The muscle is still there otherwise you could not move. It takes muscle to do the moving.
If you work that muscle, demand more of that muscle(pushing weights, heavier and heavier many many times) that muscle needs energy that is in the body's blood to carry out these jobs, and as they are burnt away the bodys system aquire more of this energy ( if not from the digestive tract, it goes to the fat stores to get it to supply the muscles to continue doing their work.
And after an hour of working out the body will continue to burn for another 3-5 or longer. So that means while you are sleeping your body is burning up fat.(you don't eat in your sleep)

No.

You have to burn off the fat, and build muscle seperately.

(They can be done at the same time, but fat does NOT turn into or convert to muscle)

if you started to lift, you would lose weight immediately. after a month or two, you will start to gain again.
