Usually "proposing" implies marriage. If you want her to be your "girlfriend", you probably want to first ask her if she wants to be monogamous. Then ask if you can be her boyfriend.

The well you know the girl the better. Try in different ways, don't asked her on the phone, try it in person. Let her look at you in person. Look at each others eyes, tell her stories etc before you jump in with the propose thing! Give yourself time and think about it. Remember to ask her in day light not in night time! Give it a go!

hi just being her friend show you care for her,like the things she likes as well, when you wanna go out, do see things let her know your going and ask hey would you like to come as well, but all nice ppl start out as friends and grow from there with time.
