In electronics it may refer to a circuit in which there are a number of lines entering and a number of lines leaving. Imagine they are arranged like a big grid, with the entering wires coming in from the left and the departing wires leaving from the bottom. In a cross-bar system you can connect any input to any output at their intersection. Such a system could be the basis of a telephone system.
