I think it would be best to have a list of jobs that students can choose from. If you leave it up to them, they might not have any ideas of what to do, or might choose things that are too easy, or not worthwhile. If the principal just assigns them to do a certain task, they might think it's the worst thing in the world.
So have a list of things, and they get to choose. Maybe have an incentive that depending on how well they perform either in the service project or in the classroom, they get first choice of the jobs next semester.

Depends on what is more important to you...not giving up your free time outside of school or being able to choose something you would actually enjoy.
Personally I would rather choose my own project. 20 hours over the course of a school year is really not very much. You could do as little as an hour a week and finish in less than half the year, and by choosing your own project you could pick something that you personally are passionate about instead of just picking up trash on the highway or something stupid like that. This project shouldn't be about filling a requirement the fastest you can, it should be about finding a cause and devoting yourself to something YOU think is important and will make a difference.

the principal isnt going to want to do all the supervising, organizing, materials gathering, scheduling etc. for work on campus.
I think if there are needed jobs for students on campus, they could offer that as a substitute if the child doesnt have transportation or is busy with other things; so they could work while at school.
but the 20 hours should be assigned with some follow-up and guidance on places available to volunteer. with a scheduled date to find the place where they will volunteer.
a list of places to volunteer would be available should it be needed. the list would be optional to use because the child may find opportunities to volunteer at places that arent on the list. this should definately be an option. alternative volunteer places would require a teacher's permission.
if special conditions warrant; hours could be completed at the school. hopefully a minimum # of students would have to use this option.

both is acceptable
some kids have a hard time getting community service
on their own
so they would prefer the principal assigning the duties
and I'm sure they will have a list for the child to choose from

Choosing a job in own time. Then you could volunteer somewhere that didn't feel like a job, like an animal shelter or somewhere you really enjoy, it would be less of a drag, and 20 hours out of your own time aint that much in a whole YEAR. Imagine if you were put somewhere you REALLY hated it would seem like 20 hours of hell!

The first thing to do is to go back to court and get an extension. Then, the next thing to do is to contact a local community service venue or use the one the court recommends and contact them. After that, you schedule yourself and make sure you dont screw it up.

I hate those programs, like community service is gonna make kids into a better person... there's no reward for that!
I was in NHS, but my reward for my community service was graduating with the NHS stole. I did concessions during ball games at my school, and sometimes I tutored. Concessions was best, all the popcorn you can eat!
