They can be bred after 2 years of age AND after ALL necessary health tests have been done (such as OFA for hips).

This should be more of a question of "should", not "can".

You should breed your Golden Retriever once she has proven herself to be a good example of her breed - that means, she has been checked and found to be free of any health issues, she's had her hips and elbows certified, and she's been proven either in the show or working ring.

There's absolutely no reason to breed any dog that does not meet the requirements, whether you physically can breed them or not. Especially with Golden Retrievers being so popular, there's a huge overpopulation of them. No need to add to them unless you're breeding to better the breed and produce healthy pups.

After she has her OFA certification at 2 yrs of age.... her CERF certification and you have done whatever other genetic testing should be done for your breed PRIOR to breeding. With the tests done (and passed) she should be 2+ yrs of age.

she will come in season at about 13 or 14 months, it should be ok to breed her then.
