The DVD drive can't read as fast as a hard drive. So if you try to watch the files off the DVD it will get slow because the DVD can't read the files off at the right speed.
What you need to do is convert the files to DVD format using a DVD authoring software package like Ulead movie factory or Ulead DVD workshop or something, make a menu and create a DVD to watch.
You might be able to convert direct to DVD video on your video editing software, or if you have a HDD recorder/DVD combo you can convert to DVD on that.

If you mean to use this dvd only to see the pics in a tv and not in another computer you can resize the pictures to fit your tv screen, even if it is a hdtv its resolution will be very smaller than the photo resolution. surely will improve your reading speed.
