It's also known as a bedskirt. It goes in between the boxsprings and mattress and forms a curtain or skirt around the bottom of the bed. They're usually used with comforters because the comforter doesn't go to the floor. The bedskirt gives a more finished look to the bed and also covers up the big gap between the bottom of the bed and the floor.
