Since it is winter my face gets seriously dried out! I put Dove Deep Moisture facial lotion on it like 3 times a day, but it is seriously not helping! What is a SERIOUSLY moisturizing facial lotion?

I use Clinique for dry skin- and it is WONDERFUL. It's not cheap, but lasts a long time and totally worth it.

If you don't have any problem with oily skin, you could put something like vaseline on your face, though that's very disgusting. Stop using any acne products on your face, and drink lots of water. I use Eucerin, which is a fragrance free, non-pore-clogging moisturizer, on my hands and legs, but I'm sure you can use it on your face, too. Don't wash your face too often, it will strip your skin of natural oils. I have the same problem, but don't worry. Spring will be here soon.

Use a cream labeled for night use. It'll be a heaver cream. I suggest Neutrogena Healthy Skin Night Lotion.
