its got a lot to do with the fact that most males are insecure (even though they pretend not to be) and also the fact that men feel uncomfortable when he is not in control of a situation. Not knowing how a woman will react to him for the first time, some men just prefer sit back and not do anything about it. Of course not all men are like this. Some of us are pretty secure of ourselves and we just go after whatever we want.

My mom always told me not to call or chase boys because they do not like it. I think she was right because whenever I asked guys out they said no. Then a few days later they would ask me out. I suppose some like it and some do not. For the most part I think that a guy would like to do the asking, but does not mind if a girl makes the first move sexually.

There could be many possibilities for this. One could be low self esteem, no ones ever paid them any attention so they seek it from another, or just so they know you're comfortable with something without tryingto rush too fast. I'm assuming your a female since you're asking this, so why don't you ask yourself the same question. Why do woman want a man to make the first move. Same answers could apply.

cause us men get sick n tired of being turned down so when a woman makes the first move it removes so much of the mystery and headaches from the process. Does she like me? Is she going out just to be nice? Is she only after my car or money? If she asks us first....then we don't have to worry about so much junk and just enjoy the female or the date.
Men on average ask out 22 women before 1 says yes....it gets very very tiresome. To the point....some of us men just quit asking.

I'm not sure if "most guys" like that... but look at it this way... if you initiate it, then he doesn't have to guess whether you want it. :)

because with me i like that iam very shy myself i cannot talk to a women or ask her out if she like me she will have to come talk to me or else ill check her out but want talk to her i like it when the girl or women make the first move with me its cool

well i do because I'm i personally feel I'm unattractIve though ive been with gorgeous women I'm not sure how i look through other peoples eyes
