It could be that he is as shy as you are. Maybe you have to be the 'bold one', and make the first move.
The next time you see him sitting by himself, approach him and ask if he is saving the seat for anyone. Or ask if he knows any interesting guys who would share a table and some conversation with a shy girl. Come up with a semi-corny opening line that allows him to be 'the hero' to your 'damsel in distress'. It's a way to let him know that you are interested in him.

approach it in a cutesy manner, have u n ur friends go over there when his friends r ther, not when hes alone (u want his friends 2like u 2so that u can get close 2him) jokingly say as u walk over 'so whats w/u always stealing my food n cutting n front of me, as if it wasnt obvious i wanted a slice of that pie...' this will show him u hav a good attitude, r bold, funny and interested

He's probably thinking that you are looking at him too. Bump into him "accidentally" somettime, and if he apologizes after you do, then he likes you. If he glares and walks away when you apologize, then he is just rude.
