Morals and values are closely intertwined and are often evolved out of the culture of religion in any given area, although most religions have basic strands of similarity.
It often has to do with what is happening in a region at the time and who steps up and leads the way ... folks look to those persons for answers to the "bigger" questions. Thus religious/moral standards are set.

Yes. One of the more dramatic differences is how various societies view nudity. There were some cultures where nudity was common and not thought of much. In other cultures, women have to cover any square in of skin that might show. Even between the US and England, there are different attitudes on nudity.
There is a lot of similarity between humans across cultures, because we all develop basically the same instincts. There are also basic strategies for working together that work better than others, and these are commonly adopted by varied societies.
Still, there are differences, and it is these differences that allow society to evolve as it tests various strategies throughout the decades.

All morality stems from things that we feel we ought do or ought not do, they are as a whole quite similar.
Cultures might differ in the application of their moral stances, but that's detail. (for example cultures might disagre as to when taking the life of another is ok, ie is it ok to kill another in war, is it ok to kill someone as an act of vengence, is it ok to for one to choose to end their own life, but I've never heard of a society that approves of taking another life unjustly, even in the most perverse of socities, even nazi didn't just kill anyone (just most), human sacrifice doesn't even really contradict that standard because it could be considered "for the greater good" in order to appease an angry god
the important thing is that has always been some moral standard. the important question is why.

Basic morality is the same between all cultures. Murder is always wrong for example.
