Bad habits of any type are hard to break.
My husband picks his nails, I remind him, he stops, puts an ugly face forward and then starts again when he forgets. He picks at his fingernails and toenails. The toenails got so bad that he looked like he only had half left, the rest was gone, chopped away by picking. The look ugle.
When I ask him why he is doing it he says he is cleaning them. Balooney......He cant stop.
I think once the mind makes a connection to any bad habit it is difficult to stop and it become habitual. Take smoking, drinking, eatting, and makeup addictions to name a few. Some of these have connections to the drugs but the habit is still the same. I used to smoke and I never missed the nicotine but I really missed bringing my hand to my mouth over and over. I even used to do it with no cig in my hand. Habit.
This is now a learned trait. You need to tell your subconscious to stop. The only way I know of doing this for the long haul is to metally break the habit. To do this you write this:
I will not pick at my nail as it is not healthy for me NOW.
You need to write this 25 times a day for 31 days to break the chain of the habit. This is real. This is not a teacher disciplining you.
How do I know this?
I am presently taking a class called "Self Discovery" college level. We are doing this project with problems we have. One member in the small class did it right away, I resisted it. She said it worked miracles and was amazing in how it worked.
I asked the instructor to explain why it works and she told me once a habit or bad behavior is formed you need to break the cycle in your subconscious by writing it over and over. This carves it into the subconscious which then gets the point across to the conscious mind. It works please try it.
This is not a joke so please take me serious, what do you have to lose.

I have this same problem. I am 15, and i started when i was 6. It used to be so bad i couldnt bend my thumbs without severly bleeding. now it has gottne beter though. I completely stopped doing my nails ( i decided the skin was better and the nails hurt my teeth more) but here is my sugestion
1. dont dip ur fingers in stuff, it doesnt work. makes me wanna taste it
2. decide to 'protect' a finger. like start with he middle finger. u cant bite that finger at all. if u have an urge to then take it ou on an 'unprotected' finger
this is wut i did for a long time but i still find myself doing it and its getting bad again. Hope i helped u tho

Put healing cream on the cuts and try to keep your fingers really soft (using cream) so there are no hangy bits just crying out to be pulled off.
(you can also try cutting the loose bits off if you are confident enough with scissors, don't get too close!)
Once they are healed up a bit you can try dipping your fingers in the gross stuff that is not fun to lick. If you do it before it will sting like hell (as you probably know all about!)
Try wearing rings or a bracelet that you can bite/chew or fiddle around with when your fingers want to play with eachother. :)

My friend put band-aids on his fingers. You will go to nibble, and you will notice that its a band-aid, and not being used to having band-aids there, you will be weireded out and each time you do it as you get weired out your brain will stop the habit because of the weirded out feeling.

Get a manicure and find things to do besides picking your nails. Like reading or picking up a new instrument.

I use to bite the insides of my mouth a lot and I couldn't help it. So, I know where you are coming from. Keep your mind occupied on something else. If you can find a hobby or something.

Find something else to do. When I was growing up I used to bite my nails really bad then one day i made a promise to God that I would never bite them again... and guess what I never did.

just kidding dip your fingers in alcohol or vinegar then it will sting when you mess with you skin and taste bad if you bite your nails
