Not even shaving increases hair growth which is a common misconseption. Hair growth follows a periodic and formulated pattern of grow and unless you get the hair follicle removed (ouch) it will continue to grow (and that's why you constantly have to shave in case you were blaming that on the cold too)

No. Hairs grow quicker during summer due to the warm weather which means warm skin and body which increases circulation etc and encourages hair growth.

i don't think so but i tryed Aveeno Positively Smooth Moisturizing for a while and it really worked on my legs. it doesnt grow as fast and it's much thiner.
