what is petticoat punishment? and has anyone ever used it before?

I personally would not use it. It means if a boy was mean to a female in any way .. the mother would dress the boy in women's clothes as punishment. I see no point in it. The corner is a better punishment.

If you google it you will find many links. It is not used for children any more in the civilized world but relatively common among adult fetishists.
