I love how people give no details about themselves. I'm assuming you are young here...
You go up to a guy and say, "hey, I was wondering if you would like to see a movie with me Friday night."
Be specific and show interest.

Gone are the days when only men asked ladies out, reverse is the case now adays. Therefore, when you see or meet your desire guy, no crime in saying HI and smile. You have send a positive signal to such guy. Let assume you gonna not meet again if you loose that chance, then you must create avenue to generate some conversations. However, all these depends on the mood and the interest the particular guy have in you. But if the guy is your visinity to be seen all the times rush not but be smart and courageous. Talk to him, ask any questions but not romance questions, that way you may the type of guy he was.
Inclusion, it is not advisable for ladies to ask gentles out because the guy at the end will have no respect for such lady because he sweat not in achieving such goal.

A couple of ways that would have worked with me:
1. You could have a conversation with him telling him things you would like to do on a date and give him the chance to ask you first, then ask him if he doesn't rise to the occasion.
2. You could carefully word the way you ask him so it sounds like you are merely suggesting something you could do together. Again, ask him if that doesn't produce a response.
3. You could cut to the chase and ask him.
Which of the three and which combination of these three you choose depends on you and him and how well acquainted you are and how much you already like each other.
If a guy likes you enough to go out with you he won't be offended by your asking him out.
If he is indifferent or doesn't want to go out with you you will not have lost a thing.
