How do I make Bittorrent download at max? It stays at 2 yellow bars instead of 3 green ones. Why?

I allow it to go online, my firewall isnt blocking it. How do I fix it?

I use bitlord, not bittorent, but I think that those bars are dependent upon the amount of seeds and lechers. Not your actual Internet connection.
