What is a dirty cop?

I think that would fall under the category of a cop that has no scruples. He would take bribes, he would fake evidence to make someone look guilty when they aren't. He puts on a uniform and all of a sudden he's above the law.
I met one once that the only way you could describe him was Barney Fife.
I have also met some that are the best cops in the world that put their life on the line everyday of their life. Good cops...bad cops.
