This is in refence to a question I posted yesterday about a dog that was tied outside (its 3 degrees outside now) with windchill putting it at-15... Our Animal Welfare is closed, and said to call llocal police which I did yesterday, which they said it has to wait till Monday. So last night I tried to bring him food, water, and some blankets, but couldnt get to him (fence) and how he is chained I cant get near him. So I threw some dog treats, and said some prayers....Today I called a friend. We decided we were gonna try to talk to owners, they didnt answer. We went to police station bawling and asking them for help. They said they'd try to get there tonight, if not Dog Warden will be in tomorrow...I was furious...I just went to check on him again (3 hrs after leaving police station) hes still out there pacing. The fence is locked, I cant get in, and dont know what to do? Is there a number to a National Humane Society I can call and complain to?? cont..

How can this be allowed to go on??? Everyone I try to talk to said their hands are tied...I cant sleep or eat all I can do is think of how miserable that little guy was..Please lead me to I need to talk to..I cant find any numbers to any big organizations..Everything here is open only a few hours, and noone comes out at night or weekends...Im not the only ne this has happened to..Ive talked to many people who has got the same run around, and n justice or help for these animals.

We dont have an SPCA around here...All we have is Animal Welfare, and a Dog Warden neither of which are open weekends nor come out at night or weekends...All shelters here are also closed on weekends.

I SERIOUSLY CALLED EVERYONE AROUND HERE, ANIMAL WELFARE USED T BE HUMANE SOCIETY), DOG WARDEN, 2 SHELTERS, THE POLICE...NOONE IS OPEN AND POLICE DONT THINK ITS A PRIORITY...(iM NOT YELLING JUST LETTING EVERYONE KNOW I SPENT ALL DAY ON THIS) THANKS THOUGH FOR INPUT/SUGGESSTIONS.

The fence is locked ( I looked) and there are people there..different cars everytime I go, and lights on..This is a known drug house, so I want to be careful, thats why I went to cops twice..

And yes dogs have been living outside for thousands of years...but this one is CRYING AND JUMPING ON THE SIDE OF HOUSE TRYING TO GET IN...

Do NOT try to enter the yard. This is considered breaking and entering. Taking the dog is also considered theft, as remember that dogs are property. I would absolutely hate to have the dog die, but it will not help you at all to be caught in a legal battle, especially as you say the household members may be involved with drugs.

Assuming this is not a Northern breed who loves the cold, try and find a way to get the dog some shelter or warmth. If you can throw an old blanket or towels or even old clothes that you don't want anymore to the dog so s/he can curl up in it, that would help.

Do you know when you first started calling? Call the police and let them know it has been X number of hours since you have personally seen the dog outside with no response for the police. Let them know that the dog does not have access to water (it would be frozen) and has not had access to water for hours. Inform them that you believe this is a case of animal neglect and cruelty and confirm that you have been leaving messages at various animal organisations. Tell them that you believe this is a drug house and you are afraid to go knock on the door (some police would just LOVE an excuse to go knocking on that kind of door!) If nothing happens, call the local paper and let them know that the police are allowing an animal to die from sheer neglect. Take pictures, if you have a camera. Document, document, document.

Do you have a local number for animal control?

If so, please call that number - even if their offices are closed, you should either be forwarded to the agency responsible (probably your local police department) or be able to leave a message.

When you leave a message, you need to detail the location where this is happening, how long it's been going on, and what kind of shelter is available to the dog. It helps if you also leave your contact information so they can contact you if they need to ask questions.

Having more than one person call can be helpful as well - ask those peoples' neighbors if they would call animal control about this issue and leave a message as well. Sometimes things move faster if more than one person "complains".

You may also want to try to speak to the owners again - maybe they weren't home when you came over? Are their car(s) gone? Maybe they're out of town and left the dog?

If all else fails, you may want to see whether there's a local representative of the group Dogs Deserve Better - http://dogsdeservebetter.com/home.html - which is an organization that helps dogs chained in back yards.

I'm sorry you have to watch this dog suffer. That is sad. If it is possible maybe you can lean a board up in a place that can stop the wind. I don't know what the situation looks like so I am only guessing. If I thought the dog would die before the police or warden got there I would jump the fence and take care of business. You need to judge the situation and do what you think is best.

Do something to help this poor animal. Do whatever it takes to get the police to help you get some shelter or blankets or food and water to the dog. Don't take no for an answer. Complaining to a National Organization won't help this dog right now when he needs it. Why oh why do people do this to animals.

This is heartbreaking. I would be all for carrying a bat, chain cutters, and a leash. I would not hesitate to get the dog. After you have the dog. Ask the neighbors if you can have him. Even if you don't want him. Atleast get him in your possesion to help with finding him a home that loves him. Please keep me posted on how this turns out. Geez I wish I could help. If it is a known drug house they probably won't object to you. Why would they press charges and bring some attention to them. I would go for it. You know what is right.

I would do the same thinf as "dog lover" said I agree, you should try to get the neighbors to answer if they don't call 911, if they don't think its serious, take matters into your own hands, jump the fence and try to get the dog out of there, feed him water him take him to the vet make sure he didn't get sick! Also, tell the vet he isn't yours and they shouldn't charge you any money for being a good citizen.

Try the neighbors again, knock on their door. Maybe something is wrong with them? Maybe someone got sick & fell & hurt their head inside the house. Maybe they went out of town & forgot they left the dog outside. I would jump the fence & bring the dog into my own home until I could reach the neighbors. Just my opinion...

one thing that if youre not the owner of the dog who is freezening beinging out side and isnt youre yard then you shouldnt tried to get into some body else back yard cause you can get into big trouble by walkin into some body else house or yard not asking or have any prove to go there . well i dont know what to tell you but where are you living at cause i might can gave you ideas how to call the national animals service . but any how have you try to look in the yellow phone pages to see if there a closer company you can call or seach for maybe they can help youre problem .

YES< Call the police and tell them you have not seen the neighbors come out for a few days, and think something has happened, Especially with the poor freezing dog. They will have to come out.

ok, i went ahead and posted this message on my local craigslist asking for help from the animal community to point you in the right direction.

additionally, have you tried contacting your local ASPCA? here's a link i found for you on pet abuse: http://www.pet-abuse.com/pages/animal_cruelty/reporting_abuse.php

from there it will take you here: http://www.aspca.org/site/PageServer?pagename=cruelty_2k5_searchEnforcement where you can look up a whole list of animal welfare places nearby, aspca's, humane societies, etc. someone will help you, you just need to call around.

have you tried calling local or nearby rescue organizations? private ones? they may be willing to assist as well. another way to handle this is to try and locate and/or get the owners to answer and then offer them 100-200 bucks for their dog to take it off their hands. it's apparent that they don't want it. then you can take it in, nurse it to health and adopt out to a good home or get the help of a rescue. a lot of rescuers try this method just to get the animals away from harm as fast as possible.
