I have no clue what happened, but I have a 99 Taurus, and the seat belt locked or something, but now it won't retract, it just hangs out. I tried to pull on it to see it it would retract, but it does nothing! CAn anyone help me?

You can't fix them. You have to replace them.

This is really a simple fix, but can be a little frustrating.

Feed the belt slowly back into the mechanism. Feed it all the way back in. It will go back. This will help to lessen the tension. Sometimes, it will not go all the way back in; it stops like it's full. That's OK. Proceed from there.

Once it is all the way in, pull it back out with a slow steady pull. Pull it all the way out until it stops. This will often cause the retraction mechanism to re-engage. You may have to do it two or three times to get it to work.

Maybe you can take the car back, if you bought it at a dealer/repair shop, and have them put in another one for you. It sounds like it's shot.
