I don't know about prime rib (I've never cooked it) but I make my black eyed peas the following way:

For 2 people:

1/2 cup of peas in a bowl. Cover with water and soak for 24 hours. They will expand.

Drain and rinse.
Cover with water (or stock).
Simmer at low flame.
Fry 2 pieces bacon or fat back (salt pork).
Add the grease to the pot.
After it cools, break the meat up and add to the pot.
After an hour add 1 canned chipotle pepper and 2 teaspoons of sauce from the can.
Stir until the pepper breaks up.
Simmer until the beans are tender.
Add some savory (jarred spice) to taste.

Roast prime rib salted and peppered on a bed of aromatic vegetables--carrots, celery and onions in a hot oven with a meat thermometer.

Cook black-eyed peas like you cook any dried legume. Salt and pepper to taste, a bay leaf a chopped up onion, garlic and a soup bone or ham hock. Soak the peas overnight and simmer until tender.
