As in.. if you owned a private jet, you couldn't just go flying whenever you wanted. I assume if you had a major ship you'd call the coast guard or something so they'd know you weren't someone foreign or whatever. or maybe i'm making no sense.
but if you get my question, help?

Fist off you would need a pilots license, be jet and instrument rated. You then file a flight plan, if flying international you will have to get clearance from the country you are flying over or to. Most people that have a private jet hire a pilot. to fly it for them. If you buy one you don't need my permission to take me along, just ask.

As has been said you first need a private pilot's licence - takes 40 hours in the UK, then instrument and night flying training, then training on a jet aeroplane.
Buy a jet of your choice (I would not suggest a Boeing or an Airbus at first - work your way up).
Pay to have it hangered, parked, maintained, inspected etc. when you finally decide you want to fly to an exotic location - make sure you have en ought fuel aboard - expensive. File a flight plan with the local ATC, and with any other ATCs whose airspace you may fly over and go.
Beware though you are not following immediately behind a Jumbo or other big jet or you may not get to your destination.
Keep in contact with ATC for weather conditions etc and do what they tell you. Ask permission to ascend, descend and do any other kind of maneuver, switch to auto if you have one and enjoy the view.

a lot of big companies are chartering or buying thier own jet planes
but when you are flying -the pilots still have to be in radio contact
with Air traffic control even just to move the aircraft from its parking place to the runway and get permisson to take off as well..
and yes techinally can fly anywhere in the US without permisson
under what pilots and ATC called VFR (Visual flight rules)
the only time you need to contact ATC (Air traffic control is for
when you need to land or take off and when moving your airplane
