Is there a program i can download to change the language on vista to english i tried to change it through the?

control panel and it didnt work any suggestion . . . I need help

It defaults to English... unless you downloaded a pirated copy with a foreign language... maybe the English language pack was stripped out of the one you have. Doesn't sound like you have a legit copy.
