The person is saying that not all their `circuits' are working in their brain at that time.
The word is usually used as a noun, and references an instrument where they take wires and tape them to your head and scalp and monitor brain wave activity. This is commonly done for people who go into a coma, also for people who are doing sleep therapy.
If a person is not dead and thought to be, what might cause that type of diagnosis? The person was in a comma or the person was asleep. Both the person can come out of, but while in that state they are having low brain activity.
"Vegging out" is a similar jargon for the idea.
Why did the person choose this word? To be erudite? He had the word in his vocabulary and was looking for a way to use it in a sentence? Or as a cry for help - as though saying somethings wrong with my brain ( drugs, depression, uncontrolled rage, confusion, lust, love) ?
After all the word `challenged' implies one being up against an obstacle.
The pre-frontal lobe (as in the brain), which helps us not to act impulsively continues to develop into the late teens for some. Underdeveloped pre-frontal lobes result in more impulsive behaviour- leading a person to say: "Why the hell did I do that? That was stupid of me. I should have known better?" Sometimes their is a sense of stupidity, guilt, embarrassment and even anger towards oneself when one performs a `stupid- un-thought through action.' Your friend maybe experiencing such behaviour in themselves.
Finnally I think the phrase subtly inplies that the person does not too much responsability if any at all, they are excusing themselves with a medical reason.
