PARROTS ARE OUT! they are not quiet - at all ever. If you must get a bird, a canary or finch would be your best bet. BUT why a bird? They require a lot of daily attention. They are not an ornament to look at, and if you want to go away for the weekend, who is going to take care of this pet while you're gone? Fish are a good apartment pet - less work and less mess.

All parrots make noises. Someone mentioned a pionus. My sister has a Maximilian Pionus that is sweet, gentle, and not as loud as my birds.
I would stay away from macaws, cockatoos, and some of the conures if you are looking for a more quiet bird.
I've found a great place for information is through parrot chatrooms. Yahoo hosts some that are parrot species-specific.

If you're talking parrot-like, those don't exist. :P All parrots can and will be loud because they are vocal, communicative, and love their own voices. Macaws have very loud voices, whether they're using their natural vocalizations, squawking, shrieking, or mimicking whistles, words, or phrases - all of it is above what I would define as 'apartment volume'. Are you sure your apartment allows birds? They don't categorize under 'pets' for some reason, so you should check that out for clarity just in case.
Doves, canaries, and usually finches have much softer vocalizations and will not be as disruptive. If you're really, truly set on a parrot, I find the ones on the quieter side are parrotlets (they chirp often, but it doesn't get THAT loud), budgies (they will have their 'angry dolphin' moments along with their ACK-ACK-ACKs), and cockatiels (their whistles and chirps aren't too, too loud). Avoid the ones with high-pitched shrieks, like lovebirds, and many of the larger species will vocalize much louder.

First, all birds make noise. The quieter ones are Cockatiels, budgies/parakeets, finches, doves, canaries, parrotlets. Anything above a cockatiel's "size" will be heard through apartment walls and possibly make enemies of your neighbors.

Senegal Parrots, Green Cheek Conures (Cinnamon, Yellow Side, Pineapple), Parakeets, Red Belly Parrots, African Grey Parrots... If you want quiet... stay away from macaws, cockatoos, large conures, and so on.

have you ever like smallest birds like singing birds like the Canary and also there is another smallest bird that you can check out the parakeet's theyre not so much aloud or wild . theyre baseaully quiet ones . cause i know they are cause i once had one before theyre great pet and they dont really get messing like other birds does .

ones that cant learn to talk. doves and finches are quiet, but do you really want a bird? they are messy little mo fo's. get something tranquil like a goldfish.
