It means to tell stories or to tell tales.
Example: Anoche voy a contar cuentos a mi hijita.
Tonight I'm going to tell stories to my little daughter.
and
El niño travieso siempre cuenta cuentos a sus padres.
The naughty child is always telling tales to his parents.

contar cuentos = to tell tales

There are two different meanings:

to tell tales to your kids = contar cuentos a tus hijos

or tell tales to someone = that is when somebody tells nice stories to make you believe them but are just that, stories/tales.
