I think you should leave her alone.
It sounds as though she likes the other guy more than she likes you.
And she has said that she won't go out with you.. So honestly, you shouldn't chase a girl that's not even interested in you much.

Leave this one alone. She doesn't know what she wants, it's probably a good idea to just let her figure it out in her own time. If it's meant to happen it will happen.
