The most important thing is that the cut is clean. You should then hold it in place and tape it up with elastoplast / band-aid / sticking plaster. It doesn't matter if it bleeds a little bit.
If it is really bleeding a lot, the child might need stitches. Go to your local healthcare clinic or hospital.

Put direct pressure on the cut. Hold it for at least 15 minutes without looking at it. Even if it is arterial, it should stop within 15 minutes.
While you are holding pressure, have someone drive you to the hospital. A barber's razor can cause a very deep cut that may require stitches.

First apply direct pressure,cover the wound with a 2x2 dressing, then elevate the hand, apply a cold pack(No Ice!) If the bleeding continues calmly get the child to the ER.

razor cuts can be very dangerous, go to the emergency room if it is deep, may need stiches...if not deep, run it under cold water and apply pressure...

pour hydrogen peroxide then wipe clean with a cloth then bandaid. if it is severely bleeding try putting a bit of coffee grain.
