With the information provided by yourself, the answer is simple:

It is better to do neither.

If you are referencing martial arts sparring, it depends completely upon the situation, your skills, and your opponents skills. There IS no way to answer that question.

In fact, there is NO way to answer that... period.

In any fighting or sparring situation you cannot evaluate the situation beforehand. It evolves as the encounter continues.

Go learn something about martial arts please. Then, come back and ask something intelligent.

It depends on the situation and your skill level. Use what ever comes naturally from training. Punches usually work well in close. If you dont know how to throw a punch it may hurt. You cant throw away the power from elbows and knees. Kicks are great to keep your opponent away and you could have much more power from your kicks. Again though it comes down to training and experience. What are you comfortable with? What ever works is the best.

It depends on the situation. If they are just out of range, you can shuffle step and kick them. If they are up close (right in your face), then a short punch is in order. It also depends what targets are open. Maybe they have their face and torso well covered, in which case give them a short kick in the shins. If you're sparring with a "kicker" or a person with long legs, it's best not to get into a kicking match. Try to close distance, taking their advantage away, and punch to the body.

If you can malty-task, simultaneously. kick&punch at the same time. In Kenpo I call it a 2-4-1 special. If not below is another option.

You punch them first, knocking him to the ground then kick'em in the nards.

In my expierence I'm better punching, however if the opponent gets too close kick them to give you space or room.

Niether,if your in real danger you only do that,But you don`t just walk up to some one and punch or kick,If they have you in a certain postion go with what ever your instinct tells.The key to self defense is never result to violence un-less you are in physical danger.

kicks are for a long to medium range, punching from close range. how close do you want to get?

on the street you do what you have to do when you have to do it.i avoid punching and only kick low if i have to.i prefer to break things.knees and collar bones are my favourite.

Hand work is best, you stay planted and stable.
That is why Western Boxing is still a favorite amoungst MMA fighters.

Striking would be the better out of the two for you have more balance. I myself prefer to knee, elbow, or slam to the ground.
