Someone sent me a scanned PDF text file (with some images/diagrams) and the quality is kind of bad. Is there software that can increase the resolution or somehow refine the text?

Sounds like they only wrapped the image in a PDF file. The answer is no. In a TRUE PDF file, the text and all are actually selectable. If none of the text is selectable, you didn't get a "real" PDF file, just an image file wrapped in PDF format.
