Dogs have two sacs at their rectum that carry their scent. That scent tells a fellow dog immediately very much about the other dog. It tells its age and health, whether male or female..and if they have met before.

Dogs have scent glands in that area. Each has their own smell. So when dogs sniff other dogs they are "greeting" each other and deciding if they want to be friends or fight. Also checking to see if it is a female in heat.

this is normal canine behavior.all dogs do this.it is part of a identification dominance routine all dogs and wolves do. leave them alone when they do this or you will probably start a dog fight intentionally. i can elaborate on canine behavior if you like.
