The term "PC" used regarding the jail atomosphere usually means "Protective Custody". People who's saftey is in danger because of some identifiable reason are usually put on "PC" to help aid with the saftey of those inmates.
Some jails will place "PC" inmates on lockdown for 23 hours out of the day, or some others just have a whole cell or pod dedicated for the use of housing the "PC" inmates. It all depends on the jail and how they choose to run it.
To be considered "PC", the jails usually establish policies saying who is considered "PC" and needs to be seperated from the rest of the general population. There can be many different reasons someone would be considered "PC". They can or formerly be police officers, correctional officers, office holding members of the community, verified gang members, people that have medical disabilities, people with mental disabilities. Sexual offenders are put on "PC" almost all of the time for thier safety.
This is jail, not prison by the way.

P/C Lockdown: A person who is locked away from the general population because their safety is at risk. Generally a place for a homosexual or someone the jail officials can't protect in population. Lockdown is a form of protecting a person by keeping them in Lockdown status 23 hours a day as the only way to protect them. They get 1 hour for showers and/or recreation.

It's a probable cause arrest. Meaning a judge has not issued a warrant for your arrest on these issue for which the officer is bringing you to jail. Depending on the state you will be held in jail for an amount of time, 20 hrs, etc...on probable cause. If the judge has not issued a warrant for your arrest then you will be released.
However a warrant will likely be issued for your arrest on the same issue at a later date and you will again be arrested for the same incident and will have to post bond or sit in jail until your trial is over, or you are released on your own recognizance.

In jail when they do a count of prisoner's, everyone has to get back to their cell. The pc is for "prisoner count."
