It's all about body language. You stand a little closer, hold the eye contact a little longer than usual, smile more sweetly, give compliments, make jokes, laugh. There is also the classic "touch and drag" maneuver, where you touch the shoulder, then drag it down the side of the arm a little before you release.
By the way, those are all girl's tactics. Guys should just be bold and ask her out, but not too pushy or rude.

I do it by being all cheesey and overdramatic. Winking, touching her arm, etc etc.
