German Shepard's ears stand naturally. As you have found out, some don't. He is two, so I doubt they will ever stand. Because he is not a "show dog" it really does not matter. It will not change who he is...just love him, and don't worry.
I had a friend who purchased a GS and his ears never stood.

While a dog's ears can stand much earlier there is no reason for concern until a dog reaches 9 months. If they haven't stood up by then the dog might have a muscle problem behind the ear. Generally,as an overall statement most dogs ears will stand up by 6 to 9 months of age. No need to worry!

GSD ears normally go up around 4 to 6 months of age. This can be earlier or later depending on the bloodline of the dog. I have had some pup's ears go up at 7 weeks, and they do go down again when they are teething,normally going up again. No one will ever crop a GSD's ears ever. Some of the American show line Shepherd's do have weak ears. You can get into weak ears when breeding for angle's, movement and sidegait. He is too old to tape his ears now. If you are definately interested in his ears standing, you can find a vet that is knowledgeable about putting wire's in the ears to make them stand. I wouldn't worry about him.

Don't clip his ears. Never. Normally the German shepherds stand up his ears on his own. Ask to a vet.

The ears naturally stand on their own as they age. This usually occurs in the first year of life. On the other hand, not all German shepherds ears stand. If it is possible, check the parents ears to see if they have standing ears. You do not crop the ears of GS's.

German shepherd ears are floppy in pups but come up gradually as they get older, generally in fits and starts - first one ear then the other, ears falling over too far etc and going floppy during teething.
Usually they are up by around 6 months.
They are never ever cropped or surgically messed with.
Sometimes they just don't come up and I think yours is one of these. Don't worry about it - I'm sure he doesn't

they should have stood naturally by now. GSD's do not get their ears clipped. just take them as they are...adds a little personality to him...lol My GSD has one ear that likes to stand on an angle. he looks kinda cute and a bit goofy, but I love him all the same.
I had to laugh at some of these answers...just because a GSD may have an ear that flops doesn't make it a mutt...lol I own a purebred german bred papered GSD and his ears aren't perfect, that doesn't make him a mutt by any means. then when I read about the ears standing up right after birth...LMAO
