how do i install windows root systemhal.dll?

i pressed f8 to get on computer i cant intil i install this.

Hi. That .dll does not show up in any of my searches. Sure it's not a malware artifact?

Edit: Found a MS site for "system hal.dll", two words, here : http://search.microsoft.com/results.aspx?q=system+hal.dll&mkt=en-US&x=180&y=18&FORM=SSME

Edit 2: Here is a site that may fix the hal.dll file. http://www.dll-files.com/dllindex/dll-files.shtml?hal but I have not tried it. Good luck!
