Well my boyfriend lately talks to me less on the phone and he acts like he is teird. Then he says he talked to me ffor like an hour the other day when he didnt could he be talkin to another gurl. The other night he was talkin on the phone wit somebody and he was talkin soft do you think that was probably a gurl and then when he got on the phone wit me he said will call me back and he never did.

I think these are definitely some signs. I've seen this before. Also other signs to look to look out for....does he have alot of female friends? When you call him sometimes, does his phone go straight to voicemail as if it was turned off? Does he hang around you less?
I think you should just have a talk with him to see where you guys are. See how he feels about you, etc.
I don't like cheaters. There is no excuse for it. If he is not being faithful, leave him alone. it may hurt but it's not worth it to stay and deal with it.

You got it right: he met someone else and is talking to her---so even if he didn't cheat on you, it looks to me like he is losing his interest in you--get out of the relationship and move on...
