He will probably just lick it off though, so you would need to apply it several times a day.

It could be a fungus, you might want to have your vet check it out..
it may be painful.

If it's not an open wound.(Not sure what you meant by split a little). You could probably just put some carmex on it. Or some type of moisturising lotion.

You could use Bag Balm, it is used on cows and I use this on my dogs rough, dry feet pads and it works like a charm! I buy it at Rite-aid.
