Not really, it could mean that his self confidence has taken a dive and he doesn't think that he is worthy of your love, it happens more often than you would think. Sit down and tell him how you feel about and ask him exactly what he meant by what he said?

If you have reason to believe they're being honest, then take them at that. They may be in love with you, but simply suffering from self-esteem. Talk to them frankly about it, show that their true feelings--or lack thereof--are important to you.
