I currently have a 200 gig hard drive with two partitions on it. On one partition i have windows xp installed and i was curious if there was a way of installing dreamlinux on the other partition and dual boot without losing any data.

You can install Linux on the second partition, but you will lose the data on that partition. Linux usually formats the drive since it uses a different filesystem than Windows. It also creates its own partitions. So anything on that partition will be lost.
