Well, ask yourself that question and I think you will agree with most that she IS a cheater.
If you had a gf and wanted another guy despite you, would that still make her a cheater?

Like and want are not the same thing as cheat. She's not cheating yet. If she starts something physical while her bf thinks they are still together, then that's cheating. If she decides that she doesn't want to be with her boyfriend anymore, then she will act on that choice and then maybe she can be with you. Hopefully, she decides to either stop flirting with you and focus on her current relationship, or else get off the fence and break up with him. She's only hurting people doing what's she's doing now.

If she acted on it, then yes. If she told you she wants you.. that doesn't make her a cheater but that is not being honest to the other person. She will do to you what she is doing now.
