Photoshop is a great one. But if you're looking for free ones try...
- Google Picassa - for VERY basic editing - more a photo organiser
- Irfanview - for slightly more advanced
- Paint.NET - for a user friendly interface
- The GIMP - for an image editor that does pretty much everything - also works on linux

Adobe Photoshop (professional tool)
Corel Photopaint
Ulead Photoimpact (most easy to use)
