Attacking as in what? Actually biting? Growling? Have you noticed anything that sets him off? Have you tried taking him to the vet to see if they have an idea as to what could be causing it? Was the training you put him through specifically geared toward aggressive dogs?
If he's been this way for 2-3 years (and I have known a lot of Yorkie's and all of them had the aggressive quality), you may have to think about parting with him if you can't handle him. Don't take him to the shelter because being aggressive they will see him as non-adoptable. Find him a home, check with elderly people. Yorkies are usually good with elderly because they like the calmness.

This may not be a behavior issue more than it is a mental issue. Animals as well as people can have psychological problems that can't be resolved through behavioral training. You should have your dog checked by a veterinary neurologist to rule out any brain problems. This could be expensive however. As one of the other answers stated, and aggressive dog is a safety issue and if you are not willing to go the extra mile to try to find out what is causing this then euthanasia, regret ably, may be your only recourse. Taking the dog to classes should have helped socialize the dog and make it manageable.

If you truly believe that you've exhausted every possibility, and worked hard to help the dog, you need to ask yourself if the dog is having a good life. If your dog is terrified of you and always attacking, that's no way to live. I hope that you try once again with a positive trainer - and let that trainer know that you've considered having him pts. Sorry that you have to go through this.

You mentioned that a trainer did not help. So i would not recommend taking it to a shelter because some one could be injured by an animal you know has a serious potential to be dangerous. If you are unable to train it, i would say have it put to sleep. I know it is a tough choice but when it come to safety there is no way around it.
