why would you want to split the wall any way......If you are thinking of a dado rail get a life......Oh and i think you mean horizontaly......Otherwise the answer to your question would be the walls would be the same colour all the way round.....

First of all, a vertical split?? Don't you mean a horizontal one? At any rate, how high up on the wall is the split? And what are you using as a divider between the two? If you are doing a pretty standard chair rail, and using a wood molding painted at the dividing line, I'd put the paper on the bottom, paint the chair rail and upper wall in the paint...

EXCEPTION!
When you have wallpaper and paint, the paper almost always goes above the paint. What usually happens: You paint the lower part of the wall to match the trim. But you can also paint the doors, door casings, and baseboard (for example) white, and paint the lower wall some other color that complements the wallpaper. Let's say your paper has a beige background with a brown pattern. Your lower-wall color could be either beige or brown. Or it could match the trim color.
