Parking is a free-for-all unless legally defined parameters for specific parking spaces are being abused.Public streets as well as private commercial lots are subject to local ordinances and variances. Unless you have specific permit to a spot you have no right to it unless it is occupied by one who is obviously not so permitted. Alert special police informants or police to handle any infraction of the law here. If you are not deputized,then don't confront the perp. no matter how outragious the infraction. Carefully utilized knowledge can effect a quick resolvement.

Just don't park next to them....unless it's a busy season parking lots usually have spaces in the way back which you will not have to worry about anyone parking next to you if you park in those...

Instead of chasing the vehicle and punishing some fines.... The Government can tare the tyre.............. or release the air filled in it.... that would definitely change them............. :))
