It's poor blood circulation. The older you get, the poorer the circulation gets.

One reason you always see old people walking in malls in sweats and listening to ipods (that's not the question, but it has to do with what you're asking) is because the want to exercize, but it's too cold outside (even in warmer months).

As we age, we lose muscle mass and our metabolism (the body's motor that keeps you ticking along) starts to slow down. Also old people often don't eat enough, either because they haven't got much money or because they aren't well or take medication that affects their sense of smell or taste, so that food isn't as attractive as it was. People who find themselves alone due to widowhood, also find it hard to get interested in cooking and eating all by themselves (especially true of women, it's sort of "well why bother just for me.") Not getting enough nutrition makes you feel cold. Add that to the slowed-down metabolism and the rising price of keeping your house heated, and you have at least part of the reason. And as other people have mentioned, the circulation slows down as the heart becomes weaker over the years.
As they get chilled, they sometimes aren't thinking clearly because they feel sleepy from all of these factors, so they don't think about making a hot drink or putting on warm clothes.

Poor circulation and a wide range of other medical conditions can cause a person (young or old) feel cold.

poor circulation
my mom, for example is always cold
cold to the point of wearing a jacket all the time.
she cant understand there is a 32 year age gap between us and insists i "bundle up" if the temperature drops below 50

It isn't. They just like to complain about something. Or maybe it's because their circulation gets worse as they get older and blood, which is warm, is not pumped around their bodies as efficiently as when they are younger. Also, they often loose body fat and muscle when they get inactive which makes them more likely to get cold as the fat is no longer insulating their organs. Poor dears. I'm never going to get old. Oh, wait, I nearly am. Damn.

Poor circulation. Their extremities get cold much quicker, and it becomes harder and harder to warm up again.

Well ths is a gd question! And I have the answer! And you will be surprised! But it quite simple!...When they rock in thier chairs.. the muscles are forver contracting.... yes they still have them!!!

So wwhilst they are rocking... and muscles contracting.. their boweils for ever moving.. and so cr ap themselves... which means a alot of heat leaves thier body.. so they get very cold!!...
