It's Turkish, definitely. I'm a Turk. But it's spelt horribly, so I can't make a meaning out of it. Well, I'll try anyway;

nedine tüzüne (this doesn't make sense, misspelt), look cursed woman, just kidding.

It sounds like neither French or German. Maybe Romanian or Slovakian? Czech??? I don't think it's Russian... hang on...

I think it's Turkish too, because although Google didn't recognize your entire phrase, it did recognize "tüzüne", and when I clicked on several sites containing that word, I kept seeing links to Turk-this or Turk-that. Maybe Turkmenistan...

Another edit:
I think it is Turkish, because the "s" with a squiggle under it is a letter in the Turkish alphabet.
