wali is a woman's closest adult male relative, who has authority and responsibility with respect to her marrying; in this context, wali can be translated "marriage guardian"

The Hadith regarding "not attending Friday prayer" is:

"Whoever neglects the Friday prayer three times, Allah will set a seal on his heart." [Al-Tirmidhi]

Also, another Hadith:

"If people don't stop abandoning the Friday Prayers Allah may seal their hearts and they will become heedless.” [Muslim].

So it doesn't necessarily say that the person misses Friday prayers three times (without valid excuses) can't be a wali.

But Friday prayers (Jummah) are very important and all grown up Muslim males must attend it. Not going to Jummah is not a sign of good Muslim.

Wali's devote their whole life to Allah. So to be honest they would go to friday prayer more than 3 times.

Unless they repent, then they cannot be wali, but I have never heard of this before. Do you mean not going to JUmaa on purpose or cant, because if they can't and they do the prayer at home it is fine.

A whale wallowing in the woods was wishing for a wittle bit of white wash for his wali when the wali was whithered by a warthog on washingtons birthday. Wishful thinking.
