Yes, it could. It might mean I cherish your friendship. Some guys have a real hard time with the ILY, though. Pay attention to how he treats you, how he acts toward you when there are other ladies around, etc. You will be able to figure out if he means ILY or if he means "I like you too much to lie to you by saying ILY when I don't."

Yes, just because you are "so special to him" doesn't mean he loves you. It basically means he thinks more of you than "just a friend" but he doesn't want to committ. If you're looking for a commitment or "love" from this guy you're not going to get it.
